Abstract:Inordertosolvethe
urgentproblem
ofhowtomanage
and
sustain
highwaytunnels
withadvancedinformationtechnologywith
the
background
of
therapid
development
in
the
modemtramc.and
achieve
the
cost-
effectivenessoptimalprincipleobjectives
underthepremiseof
guaranteeinga
smoothflow
of
traffic;a
highway
tunnel
maintenance
andmanagementsystemframeworkandthekey
moduleswereproposed.First,thedeterminedhighwaytunnelconditionassessmentindexsystemwasestablishedaccording
to
theresultofexpertconsultingforms.Secondly.thetunnel
diseases,thecorresponding
maintenance
measurements,andmany..to..many
relationshipbetween
diseasesandmaintenance
measurements
wereintroduced.Then.three
kindsof0—1
integerprogrammingmodelswerebuiltaccordingtodifferenttunneloperators’needsinthe
optimization
decisionmodule.
Finally,thefurtherdevelopment
and
implementationofthe
system
was
prospected.Theresearchresultscanprovide
referencesto
tunnelresearchersandmanagers.

Highwaytunnelmaintenance
andmanagementsystems
are
a
rationaland
systematicapproach
to
organizing
and
carryingoutallthe
activities
relatedto
managing
a
net—
workoftunnels.whichincludesoptimizingtheselectionof
maintenanceandimprovement
actionstomaximizethe
benefitswhileminimizingthe
costs04“.The
overallob—
ofthe
systemismaintaininghighwaytunnelsby
makingthemaximumuseoflimitedhuman,materialand
financialresourcesreasonably,and
achieves
thegoal
of
extendingthetunnel’slifecycle.andraisingthelevelofservicecapacity.
Inspiredbythepavementmanagementsystem,whichwasfirstproposedinthe1970s,somecountries
and
re—
searchersbegan
to
dostudiesintheareaoftunnelman—
agementandmaintenancemethods.
The
Federal
Highway
Administration(同{WA)and
FederalTransitAdministrationfFTA)developedthe
na—
tionaltunnel
managementsystem(TMS)in2003∞….It
is
comprisedoftwomanualsandanaccompanyingsoft—
ware
program.Guidelinesforinspecting,maintaining,
andrehabilitatinghighway
and
rail
transit
tunnelswere
provided…01.The
accompanyingsoftware
can
beusedby
highwayandtransittunnelownerstocollect
andmanage
dataontunnelcomponents.The硼MSisnowusedbytheDistrictDepartmentof
Transportation(DDOT)tomanage
seventeen
tunnels.AlthoughthisTMSsystemservesasa
platformfordatacollectionandmanagementforhighway
tentialthedentconcern

are
operating,mamtaimng,lnspec—
tingandevaluatingtunnels,and
alsoprovidesthefoundation
forbmlding
tunnel
maintenanceand
a
managementsystem.
According
to
HighwayTunnel
Custody
Manualpub—
lishedbytheJapanRoadAssociation,ahighwaytunneldiseasemanagement
systemwas
developedby
Fujii
in
2004….But
this
systemdoes
not
havedecision—making
functions
on
conservationmeasures.
KeihinElectricExpressRailwayCo.,Ltd.(Keikyu)
developedthe
tunnelmanagementsystemfTMS1D3]in
accordancewith
thefundamentalprincipleoflifecycle
cost(LCC)forthe
purpose
of
managingmaintenance
workeffectivenessandeconomyinordertomeetthe
re—
quirementsofthetunnelmanagementadministratorsof
Keikyu.
An
emergencymanagementdecisionsupport
system
wasdevelopedforroad
tunnels
inSpain
in
2012。141.
whichprovides
theoperatorwith
decisionrecommenda—
tionstodealwiththeemergenciesinrealtime.Thisdeci—sionsupportsystem
can
only
be
a
referencein
building
thedecisionsupportmoduleoftunnelmaintenanceanda
managementsystem.InChina、the
developmentofthetunnelmanagement
informationsystemparticularlyemphasizesoperationman—
agementandmonitoring
management,suchastheQinghai
Maping
tunnel
integratedmonitoringandoperationmall—
agementsystem‘151andtheQinlingZhongnanshanhighway
tunnel
momtoring
system….Since
2009.Guangdong
province
has
beendoing
research
on
a
highway
tunnel
structuralsafety
maintenance
managementsystemforBei一
jing—Zhuhainorthhighway‘17。1”.However.the
develop—
mentstructureofthetunneImanagementinformationsys—
terninChinaisunitary,andmainlyconcentrates
on
the
monitoringof
tunnel
environmentand
mechanical
and
electricalequipment.Thereisseldoma
fullyfunctionalin—
telligenttunnelmaintenanceandmanagementsystem.InEuropeanurbantunneling
projects,thetunnel
infor—
mationsystemKronosofGeodata…hasbeenused.with
thepurposeofmonitoring,alarmingandreporting.But,itisonlyan
informationsystem.withno
functionforma—
intenance
and
decisionmaking.
Bytheliteraturereview,wecan
see
that
althoughthe
study
oftransportation
infrastructuremanagement,such
as
the
pavementmanagementsystemfPMS1
and
the
bridgemanagementsystem(BMS),has
beencontinuing
formore
than
40
years,thedevelopmentof
the
tunnel
managementsystemlagsbehinddueto
the
difficulty
of
determining
and
diagnosing
the
process
of
deteriora—

on
tunnelmanagementsystemsis
a
newresearchfield.
Inthisstudy,weconductedresearch
on
thedevelopmentofthemaintenance
andmanagement
systemforhighwaytunnels.

Thecontentoftunnelmaintenanceincludecivilstruc—

furtherdevelopmentandimplementationofthesystem.

fastdevelopmentoftransportation,alarge
andincreasingnumberoftunnels
can
beconsideredtobe
a
network.To
ensure
thesafetyandserviceperformances
oftunnels,notonlythesinglehighwaytunnelproject
but
alsothe
network—-level
highwaytunnel
management
re—-
quiressystematicmaintenanceservicesto
adjust
the
allo—
cationofcapitaltothenetwork—levelofhighway.Onthebasisoftheproject-level
tunnelmanagement,themain
functionof
the
network—leveltunnel
management
isto
maximizetheemciencyof也emaintenancebudgetwithin
thehighwaynetwork.Soinfutureresearch.thenetwork.1eveltunnelmanagementandmmntenancesystemcan

求,且达到在保证交通顺畅的前提下实现公路隧道费用效益最优化的原则,设计了公路隧道养护管理系统的总体框架和各个模块.首先,根据专家调查和咨询,建立了公路隧道状况评价指标体系.然后,介绍了公路隧道的病害、养护措施以及病害和养护措施之间的多对多关系.根据隧道管理者的不同决策需求,提出了3种基于整数规划的决策模型.最后,展望了系统的进一步发展和实现前景.所得到的研究成果将为隧道的研究和工作者提供参考.
