1.0PURPOSE /目的
The purpose of this procedure is to provide the guidelines to ensure quality and productivity are planned and built
MEP-07in the process plan and layout in the implementation of a New Product Introduction into the Flextronics Industrial(Zhuhai) manufacturing facilities.
本程序制定了新产品引进的指导方针,以确保在新的产品导入伟创力实业(珠海) 时,产品品质和产量在制程规划和布局阶段得以充分考量和实现。
2.0SCOPE/ 范围
This procedure is applicable to introduction of any new product to the manufacturing operation in the FlextronicsIndustrial (Zhuhai). The procedure cover the responsibilities, the required activities , the generic new productflowchart and the generic NPI checklist for introduction of any new product.
本程序适用于任何规划导入伟创力实业(珠海) 生产制造的新产品,涵盖了新产品引进过程中,各部门的责任,需完成的工作,通用的新产品工艺流程图和通用的NPI 查检表。
3.0RESPONSIBILITIES 职责
3.1 Program 商务
3.1.1 Organize , coordinate and communicate with customer to ensure the receipt of
complete customer documents and information's.
组织、协调、联络客户确保收到完整的客户文件和信息。
3.1.2 Initiate the first NPI meeting upon receipt of sufficient customers’ document to
present the project information and select a NPI leader
当相关客户文件齐备后,启动第一次 NPI 会议介绍新产品的信息
,并选定NPI 领导者。
3.1.3 Liase and coordinate with customer on delivery on any consigned materials,
fixtures, test program and samples.
协调客户取得客户提供的物料、夹具、测试程序和样本。
3.2 NPI Leader NPI 领导者。
3.2.1 Prepare and update milestone chart for the project.
制作并更新新项目的计划图。
3.2.2 Coordinate , control and monitor to ensure the execution of activities in the Gantt
chart for pilot run can meet the deadline.
协调,监控以确保试产甘特图的各项工作得以按时执行。
3.2.3 Liase with IE to check and confirm sufficient capacity for mass production.
协同IE 确保有足够的生产能力满足量产需要。
3.2.4 Liaise with process to check and confirm capability of machines for mass
production.

3.2.5 Prepare NPI report base on the process plan and collected data during the pilot run.
在制程计划和试作收集数据的基础上,制作NPI 报告。
3.3 NPI Process & Support Process
MEP-073.2.1 Prepare and ensure that the process plan which include work and instruction,
process flow chart, process management plan can meet the deadline, quality,
yield and productivity requirement.
制订工艺相关文件,包括WI 、艺流程图、工艺管理计划,并确保上述文件
满足品质产能的需求,并保证及时工完成。

3.2.3 Generate internal BOM base on customers BOM.将客户BOM 转化为内部BOM Prepare and ensure that all jigs and fixtures requirement which include stencils,
component preform fixtures, manual insert fixtures and fixtures for any box-up
process are available during the pilot run.

3.2.4 Perform process verifications which include training the operator and ensure the
process capability at every stations during the pilot run.

3.6 PMC
3.6.1 For consigned materials, confirm correct and sufficient materials base on
internal BOM and pilot run quantity.
对客户提供的物料,根据内部BOM 和试作数量,确认物料正确性,数量足
够
3.6.2 For purchase materials , buyer / material planner shall study delivery
requirements, lead time and place order of materials accordingly.
对于采购的物料,采购员物料计划员根据生产要求,物料购入时间,正确
地下定单购买物料。
3.6.3 Buyer or procurement engineer may propose alternative suppliers for any
materials if necessary, subject to customer’s approval and qualification. No
deviation of parts from AVL is acceptable until customer’s approval is
received.
如果部分物料有需要得话,采购员和采购工程师可以建议其他供应商给客
户评审。如果未经客户批准,不得采购任何没有列入AVL 的物料。
3.6.4 All material issues and purchasing related matters can be referred to customer
via program coordinator or program manager.

8.0PROCEDURES 程序
8.1. New Product Introduction meeting and PM preparation
NPI 会议和商务部经理准备相应资料

8.1.1. The generic NPI flowchart which contain the information on the NPI flow, area
responsibilities and NPI activities is shown in appendix A.The PM (or nominated
representative / assistant) responsible for a project will collect and check all necessary
information listed in the Customer Information Checklist (Appendix B).
附录A 通用得NPI 流程图包含了NPI 的过程,职责分工,NPI 的具体工作。商务经
理(或提名代理者/助理) 负责收集和检查该项目所需资料并列于客户资料清单上(
见附录B) 。
Base on project schedule and information availability / adequacy, the PM will organize
an NPI meeting. The first NPI meeting will be attended by representatives from
Programs, Engineering (Product, Test, Process, Equipment),NPI, QA, DCC, PMC and
Purchasing. Depending on the situation the Industrial Engineer and a representative
from the Facilities may also be required to attend the meeting. These people will form
a project team and an NPI leader will be named during this meeting

The PM will brief all project team members on any information regarding new product.

MEP-078.1.4The NPI leader, using the NPI Checklist (Appendix C), will allocate the activities to be
performed . The NPI team will commit to a completion date of pilot run. NPI activities
may be short listed as follows:

The NPI Opening-Meeting portion of the NPI checklist has to be signed by the
representatives from the various departments. Thereafter, the original copy of the
checklist should be sent to DCC.

Project team members with any specific question or information requirement can be
brought to the attention of PM and/or NPI leader during or after this meeting.

The NPI leader will decide the actual NPI date during this meeting. This date is usually
based on either the tooling or material due dates.

A project launch Milestone / Gantt chart will then be generated by the NPI leader using
either MS Excel or MS Project (depends on availability).

Subsequent NPI meeting to discuss about project related matters could be organized by
the PM or NPI leader as and when required. Preferably, it should be done on a regular
basis prior to the actual NPI day.

All questions or clarifications of information are to be handled by the PM and/or NPI
leader by going to appropriate customer contact or any other suitable person. The
information thus obtained will then be given to the respective team members.

MEP-078.1.11. PM submit all customer’s documents to DCC for distribution to project team members.

8.2. IE will carry out a capacity study to check any requirement of new line to accommodate the mass
production of the new product. The NPI and Support equipment will set –up the new line if the loading
of new product require it.
IE担负产能研究以适应新产品量产需求。如有必要NPI 和支持设备者将建设新线。
8.3. The process engineer will generate internal Bom which will be input into MRP system by DCC and
release to system upon verification by the process engineer. For non consigned parts, purchasing will
reels and the appropriate packaging.
工艺工程师建立内部BOM ,由DCC 输入MRP 系统,完成后交工艺工程师审核。非客供物料,采购
确认物料的包装形式以满足SMT 进料器的要求,如SMT 、A.I. 、整卷和相应的包装。
PMC will expedite and receive materials, attempting to have all parts in house 48 hours before NPI kit is
due to be issued.
PMC 分配和发放物料,所有物料尽量在NPI 发料48小时之前入仓。
The PMC department representative should regularly communicate with the store representative who
will be picking the “brown box” 1 week before planned NPI date. When the NPI assembly is clean-to-
build, the store representative will pick kit to “brown box” using the pick-list.
PMC 项目负责人应当通知货仓负责人在试作前一星期开始准备“棕色箱”。当生产线准备好进行
生产时,货仓负责人根据发料单发出“棕色箱”. 8.4. 8.5.
8.6. The "Brown box" includes the following:“棕色箱”包括:
8.6.1. Parts from store locations. 内部零件的储存位置。
8.6.2. Parts from external store locations. 来自外部零件的储存位置。
8.6.3. Programmed IC’s (i.e. not blanks)输入程序后的IC (无空白)
8.6.4. Printed labels (i.e. not blanks)打印的标签 (无空白)
8.6.5. Packaging (e.g. bags, boxes)包装(盒、箱)
8.7 Production Supervisor will confirm item by item and then signs to acknowledge possession of all items in
“brown box”. The “brown box” should be complete and on the floor at the time agreed during the NPI
meeting.
生产主管逐项检验所有“棕色箱”并签名。“棕色箱”必须于NPI 会议同意的日期完成。
After the “brown box” arrives on the floor, the QA Representative will audit its integrity based on the
Customer BOM.
“棕色箱”发出之后,QA 负责人根据客户BOM 仔细检查物料。
The Production Representative also will audit the “brown box” to ensure the correct quantity has been
issued. Both these representatives will then retrieve the NPI checklist from DCC and sign for the
completeness of the audits. This checklist is then presented for verification to the NPI leader.

MEP-078.10. Production will set up the line with the material. This should be done before the NPI start time,
so that product building can start at or as soon as possible after the planned NPI starting time

To ensure set-up and other preparations can take place prior to NPI, the Assembly, Test and
Quality documentation should be available at the same time as the brown-box issue time. The
Process / Product Engineer will validate the documentation ensuring that visual aids are clear and
unambiguous and that instructions are effective.
为了确保所有的准备工作可以在试产前完成,工艺,测试,品管的相应文件应当在“棕色
箱”发出前完成。产品工艺工程师应当确保文件的图片指示清楚明白,指示明确有效。
The production will build the pilot run base on the TQC OMS work instruction. Each operator
will be trained to understand and follow the work instruction which is display in each station.
产品的试作应以TQC 、OMS 工作指导书为基础,所有的作业员需经过训练并且能确实依
照 现场的作业指导书作业 。
The process engineer will be present in the line during the pilot run to assist in training and
showing the operator the correct methods of assembly and cautions points to take note and verify
for station quality .
当产品试产时工艺工程师需在现场协助,指导作业员正确的操作及注意事项,并确认制程
品质。
NPI process and Support Process will prepare and ensure that the process flowchart, process
management plan, works instructions, jigs and fixtures are ready to support NPI build which
processes can include SMT, PTH, component preparation, manual stuffing, box-up and final
assembly. A sample of process flowchart which provide the information on the detail process
flow of the new product is shown in appendix D. A sample of process management plan which
provide the information on the process plan and control of key parameters to ensure built in
station quality is shown in appendix E.
NPI 工艺工程师应确保生产流程图,工艺管理计划,作业指导书,测试夹具均已准备完毕
以确保正式生产正常进行,正式生产还包括SMT 、PTH 、零件、手插件、外壳组装、最终
组装。生产流程图提供了新产品流程的详细信息(格式参考附件D) ;工艺管理计划则包含
工艺计划, 关键参数的控制的有关信息,以确保各工位的品质(格式参考附件E)
QA and the process engineer will carry out the process verification to confirm the capability of
each station and to note down any issues to resolve for continuous in the mass production.
QA 及工艺工程师应对流程进行确认以确保各工位符合产能规划,并记录下各种异常并在
量产 前加以解决。
NPI Test / Support Test Engineering will setup test equipment, fixtures, programs and test
instructions so that it is ready on time for the pilot run.
QA and test engineer will perform test verification on the ICT and functional testing. Any issues
will be noted down for corrective actions to be implemented in mass production for continuos
improvement.
产品试生产时,NPI 测试工程师应准时准备好测试设备、夹具,测试程序及测试作业指导
书。QA 及测试工程师应确认ICT 和功能测试的有效性,记录下各种异常并采取改善行动
以确保量产的顺利进行,并持续改善。
The PMC representatives should be available to provide priority support for any materials issues
and to be a single point of contact for materials issues.

MEP-078.18. The NPI leader will monitor the NPI build. Normally, the NPI leader will be on the line for at
least the first quantity of units through the process. The NPI leader should be available
throughout the duration of preparations for and building of the NPI units to resolve any product
issues that may occur.
NPIleader 应监控整个NPI 的生产,正常情况下,NPIleader 需在生产现场监控至少第一片
板的生产并确认其品质。此外NPIleader 应参与NPI 的各个准备阶段并对可能发生的问题
加以解决。
All NPI products will be audited / inspected by QA to ensure total quality built in before
shipment to customer.
所有的NPI 产品在出货给客户之前需经过QA 的品质确认。
If there is an onsite pre-shipment customer audit, then the Quality Department will be
responsible for the submission of the NPI lot to the auditor. Quality will ensure that the needs of
the customer auditor are looked after and that he is provided access to requested equipment
and/or information to carry out his audit.
NPI 产品出货前如客户来现场稽核,QA 部需负责协同客户稽核。QA 需要保证提供客户需
要得到的资料和设备。
Program is responsible to coordinate with the customer for the shipment of the pilot run
samples.
商务部负责同客户协商试生产样品的出货事宜。
An NPI Review meeting is held as soon as possible after the completion of an NPI. QA will
present the collected quality data from the various inspection and test stations. All issues
pertaining to quality and productivity will be discussed with respective ownership of the
problem being assigned. QA will follow up the corrective actions and verify its effectiveness.
NPI leader will generate the NPI report and circulate for approval before submission to DCC
and then to the customer. A sample of NPI report is shown in the appendix F.

A period of a number of weeks may pass before the customer approves the product based on
their product burn-in and stress testing, alternatively an immediate ramp to production quantities
may be required by the customer.

If engineering have no issues, production may continue to build the product immediately after
the NPI if so dictated by the customer’s requirements.

Engineering and QA then monitor the firstproduction build of the product. Engineering is
responsible for ensuring that all parts of the process are achieving the quoted times and that all
the corrective actions are in place, assuming that sufficient time existed between the NPI build
and this first Engineering Build. QA is responsible for gathering further quality data, such as
Gauge R+R and Cpk studies if necessary.

8.26. One month later, QA will again monitor the same product on the same production line and
recalculate the Cpk values previously measured or run an alternative statistical test if it isdeemed necessary. The PMP will then be reviewed and corrective actions will be assigned tothe relevant departments, if the Cpk value has reduced since the NPI build is below 2.0.QA 在一个月以后,如果有需要的话,重新计算该条生产线该项产品的 Cpk与以 前的Cpk 作比较 。8.27
Once everything on the NPI Checklist is completely filled-in and everyone signs on the NPIClosing-Meeting portion on the checklist and sent to DCC, the NPI can then be deemed to becomplete.
当NPI 查检表填完相应项目,所有成员签名后,送到DCC 保存。NPI 可以结束。
9.0USE OF STATISTICAL METHODS IN NPI 在NPI 中用运的统计方法

As the strategies of NPI is to ensure build in quality at source, the process management plan(PMP) for any new product is derived base on the concept of FMEA which emphasize oncontrol of key factors that prevent potential failure. The key process parameters which willprevent potential failures and defects are identified and control at each station to ensure buildquality at each station.
由于NPI 的理念是在产品的引进阶段,开始保证产品品质,所以NPI 的工艺管理计划是基于
FMEA 的概念上的,强调对工艺关键参数的控制和对潜在失效模式的预防的管制方式。
The statistical process control (SPC) is used to control the key input and output processparameters that will enable build quality and prevent any potential defects. The followingcontrol charts are used for variable data which can be measured:
统计制程管制时通过控制工艺的各种参数,来保证产品品质预防问题发生。下列控制图是用来控制计量变量
9.2.1 X-R chart for individual reading./X-R 图适用于个体变量9.2.2 X-bar R-bar chart for variable data with readings range from 2 to 10.

For attribute data, the following control charts are used for the purpose of SPC control . Thetype of attribute chart which is selected for SPC is shown in the PMP depending on theapproprietness of the chart to control the parameters in the situation.
对于计数变量,下列管制图用于统计制程管制。在PMP 中所用的计数值管制图取决于具体的应用环境。
D.P.P.M chartp chartnp-chart c-chart The statistical technique on the process capability analysis will be used to ensure and confirmthe capability of each process to build quality at the critical stations. A sample of PMP whichprovide the information on the process flow, key parameters to be controlled, type of controlcharts , requirement of capability analysis , responsible person , etc is shown in the appendix E.

The statistical techniques for trouble-shooting like parento analysis, fishbone diagram , multiplechart and trend regression will not be emphasized in the NPI as the strategy of NPI is to
emphasize on build in quality. These statistical tools which will become handy when problemshave occurred will be rarely be employed in the NPI except many quality problems areencountered during pilot run.
解决问题采用的统计技术如:柏拉图、鱼骨图、多重图和趋势图的功能在NPI 中的效果并不明显。NPI 方针强调建立品质系统来防止问题的方式。而这些统计工具是用来针对解决大量或严重的问题已经发生的状况。
