Under new system, dentists must spend longer assessing each patient.
According to a bill to reduce waiting time, patients can see therapists, who have studied for three years, instead of dentists, who have studied for five.
Dentists will concentrate on more complex procedures. Dental therapists should stand in routinely for dentists and start drilling and filling patients' teeth to tackle growing NHS waiting lists, the Government's tooth department has said.
Patients are waiting weeks longer for an appointment at many surgeries piloting a new NHS system of check-ups, which will be rolled out across the country within two years.
The new check-ups require dentists to spend longer assessing each patient, and now Barry Cockcroft, the chief dental officer, has recommended that, to avoid delays, junior staff should take up some tasks traditionally carried out by dentists.

Australian Prime Minister Tony Abbott says authorities are “throwing everything we have ” at the search for the missing Malaysia Airlines Flight MH370.
He was speaking as weather conditions in the southern Indian Ocean improved, allowing the search to resume.
The Australian Maritime Safety Authority (AMSA) says 12 aircraft are taking part in Wednesday's operations. The plane vanished on 8 March as it flew from Kuala Lumpur to Beijing with 239 people on board.
“We owe it to the families, and we owe it to an anxious world to do everything we can to finally locate some wreckage and to do whatever we can to solve the riddle of this extraordinarily ill-fated flight,” Mr. Abbott said. He also said Australia was ready to assist the families of the missing passengers in any possible way.
“There ’s a terrible trauma involved -- there's the uncertainty; there's the anguish. It's just an unspeakable time for these people and if they want to come to Australia we’ll make them welcome and we'll do everything we can to assist,” he said.
China has sent a special envoy, Zhang Yesui, to Malaysia, to provide some help, the official Xinhua news agency reports.
Mr. Zhang met Malaysian Prime Minister Najib Razak to discuss the search, and will go on to meet Hishammuddin Hussein, Malaysia's acting transport minister.

In a time of global climate change and rapidly disappearing habitat critical to the survival of countless endangered species, there is an increased sense of urgency to confirm the return of animals thought to be extinct, or to confirm the presence of newly discovered species. Field biologists traditionally collect specimens to distinguish the animals -- or to confirm that they do indeed exist in the wild. Researchers at Arizona State University and Plymouth University in the United Kingdom want to change the way biologists think about the “gold standard ” of collecting a possible “voucher ” specimen for species identification. They suggest that current specimen collection practices may actually cause a risk to vulnerable animal populations already on the brink of extinction.
“We are drawing attention to this issue as an important question bearing on the ethical responsibilities of field biologists. It concerns not only an increased extinction threat to re-discovered species, but also the collection of specimens from small populations more generally, ” said Ben Minteer, an environmental ethicist and conservation scholar in ASU's School of Life Sciences.
“Because these populations are very small and often isolated, they are incredibly sensitive to over-collecting,” added Minteer, also the Arizona Zoological Society Chair at ASU. “Combine the understandable desire to confirm something really important -- such as that a species is not, in fact extinct -- with the sensitivity of a population to collection and you've got a potentially significant conservation issue.”
The researchers raise the issue in the April 18 issue of the journal Science. In the article, Minteer and his colleagues cite examples of the decline or loss of a range of animal species due to the impact of field collections by both professional scientists and amateur naturalists. Some people are born with the belief that they are masters of their own lives. Others feel they are at the mercy of fate. New research shows that part of those feelings lies in the genes.
Psychologists have long known that people confident in their ability to control their destinies are more likely to adjust well to growing old than those who feel that they drift on the currents of fate.
Two researchers who questioned hundreds of Swedish twins report that such confidence is partly genetic and partly drawn from experience.
They also found that the belief in blind luck -- a conviction that coincidence plays a big role in life is something learned in life and has nothing to do with genetics. People who are confident of their ability to control their lives have an “internal locus of control ” and have a better chance of being well adjusted in their old age, said Pedersen. An “external locus of control”, believing that outside forces determine the course of life, has been linked to depression in later years, she said.
“We are trying to understand what makes people different. What makes some people age gracefully and others have a more difficult time?” she said.
The research was conducted at the Karolinska Institute-better known as the body that annually awards the Nobel Prize for medicine by Nancy Pedersen of the Institute and Margaret Gatz, a professor of psychology at the University of Southern California in Los Angeles. Their results were recently published in the Journal of Gerontology in the United States.
The study showed that while people have an inborn predilection toward independence and self-confidence, about 70 percent of this personality trait is affected by a person's environment and lifetime experiences.
Pedersen's studies, with various collaborators, probe the aging process by comparing sets of twins, both identical and fraternal, many of whom were separated at an early age.
The subjects were drawn from a roster first edited about 30 years ago registering all twins born in Sweden since 1886. The complete list, which was extended in 1991, has 95,000 sets of twins.
