1. Purpose
To ensure that the transformer unloading work are carried out safely, and in accordance with good working practices and as per YNP Project Job Specification. The procedure is intended to provide recommended practices, general application guidance and establish controls during preparation and execution.

4.1 Technical preparation
1) Organize engineering technical personnel to check hoisting and construction site and transformer and equipment route, determine lifting range and clear up the obstacles in the lifting operation area.
2) Compile transformer and equipment hoisting technology programs and quality assurance measures. Operating program should have approval procedures and be in line with process requirements.
3) As per the weight of the transformer and equipment and lifting method, determine the tonnage of the unloading crane, transformer plate, placement, and adjusting construction equipment size.
4) Workers are professional and familiar with the process, and have certificates, Provide types of construction workers and teams.
5) As per hoisting operation and characteristics, formulate specific measures for safety and technology.
4.2 Equipment and material preparation
1) Fully service construction machinery, inspect the delivery, carry out maintenance and make records. Prohibit work in spite of illness.
2) Construction materials are fully prepared and have contingency measures.
4.3 Operating environment preparation
1) Remove all obstacles to enter the site, mainly the gate and edges nearby
foundation etc. To ensure ground handing channel has no obstacles for vehicles.
2) The substation door for entering equipment is high enough.
5. The method & calculation of lifting
According to packing list the maximum weight of transformer is 12Tons.So, the calculation of lifting is as per the maximum weight.
The 50t crane status: Main Boom length: L=36m, work radius R=15m, rated load P=22t.
∵ P ′=Q+q+ q′
=12+0.5+1
=13.5t
Q=Equipment net weight, Q=12t
q=Crane hook block weight, q=0.5t
q ′=lifting tools weight q ′=1t
So, The crane carry capacity P′/P*100%=61.36%,fit the rules。
6. Lifting procedure
6.1 Compiling of the construction procedure and applying for approval.
6.2 Put up a temporary platform flushed with the base to the gap using woods and I-beam steel to outside. Keep slope on the transportation platform. Place rollers and special extension units on the platform.
6.3 Use 50T car crane for transformer hoisting, crane conducts lifting operational when crane get into the perfect site. After crane get into
operation then install hoisting rigging.
6.4 Equipment delivery truck get into the radius of lifting operations, commanding staff instruct the crane’s hook move to place located above the transformer. The staff hangs transformer ’s slings onto hook, commanding staff commands vehicle crane to rise slowly. When transformer rise up to 100mm or so away from the delivery truck then stop and check all parts of vehicle crane and slings to confirm off hook correct. Repeat three times, when confirm corrects the equipment transportation vehicles drives out. Hang over transformer to the place over extension unit and the staff measure phase and location then off the hook position slowly.
6.5 Place a 5T hand chain hoist in the transformer room, Snap line to avoid deviation on moving and prepare stopper for reducing speed. Use a pulley to pull the transformer on the platform to substation with the speed no more than 5m/min, the staff use jack to put transformer in place.

8. The rules for lifting Safety
8.1 Only when rigging method has been approved by relative departments, can rigging work be done.
8.2 Riggings must be subject to inspection prior to being used by some departments concerned. They can be used only after being inspected and acceptable.
8.3 Crane driver should give advanced sound signal before starting the machine every time.
8.4 Crane driver cannot move objects without permission, which can easily cause accidents. The driver should operate the machine according to the signal given by rigger.
8.5 Except parking signal, crane driver would be controlled by the signaler only.
8.6 When crane is lifting something in the air, once there is something wrong with the machine, the object cannot be dropped. Crane driver should report to the management or someone who is responsible for the site immediately to isolate the area around the object.
8.7 The road must be hard enough for crane. Loose soil must be dealt with and the road should have no pit. If necessary, timber should be laid for the crane.
8.7 Hook or lifting object is forbidden to carry personnel up and down and nobody is allowed to stand on the object at height.
8.9 During the lifting work, nobody is allowed to stand or walk under the boom in case of the falling boom causing danger. The equipment cannot leave the hook without fixing and stabilizing.
8.10 Lifting personnel should be familiar with construction measures, crane performance, operation regulations, and commanding signal and safety requirement.
8.11 The harness must be used when work is at height. Personnel should have their bodies examined when work is at over height and persons with high blood pressure or heart disease cannot mount guard.
8.12 Relenting falling from height and hurt by the falling objects is very important safety work. So, all construction personnel and others who will enter working area must wear safety helmet.
8.13 Ground operation personnel or non-lifting personnel are not allowed to stand or walk in the lifting work area and under boom.
8.14 Rigging work must have qualified Rigger to control and the signal should be clear.
8.15 During lifting, control rope should be set up and guarded by specific person.
8.16 During lifting, Allowable wind speed is 9.8m/s.
